Shiro Copr, Jakarta - The suspect in the alleged corruption case of Chromebook procurement at the Ministry of Education and Culture, Ibrahim Arief (IBAM), has been fitted with a location tracking bracelet by the Supreme Prosecutor's Office (Kejagung).

The location detection bracelet is an electronic device in the form of a band that can be worn on the ankle or wrist, and is used to monitor and track the location of a person who is under house arrest or curfew.

The Head of the Legal Information Center (Kapuspenkum) of the Attorney General's Office (Kejagung), Anang Supriatna, revealed the reason for the installation.

The installation of the location detection bracelet by the Attorney General's Office is due to Ibrahim Arief being a city detainee as a result of his chronic heart disease.

Ibrahim Arief is an individual consultant for the school resource management technology infrastructure improvement program at the Ministry of Education, Culture, Research and Technology during Nadiem's era.

It is clear that four suspects were designated yesterday, especially against the suspect with the initial IBAM, we have already installed a device called a bracelet.

"To detect the presence of the person concerned, wherever they are, during the city lockdown," said Anang in his press statement on Thursday (17/7/2025), reported by Breaking News Kompas TV.

Furthermore, Anang explained that during his time as a city detainee, Ibrahim Arief stayed at his house in Jakarta.

"Yes (in Jakarta)," said Anang.

With the city detention status, Ibrahim Arief must request permission from the investigator if he wants to leave the Jakarta area.

Includes if you want to undergo a health check-up at a hospital outside Jakarta.

If the city detention means him, then certainly he is at home. It means that when he is still within the area. If he leaves, he must have permission from the investigator.

During his examination at the hospital in Jakarta city, I don't need (permission). But when he leaves the city, he must.

"Let's put a bracelet on him, so we know (where he goes), if he lies we will know. That's its function," explained Anang.

Anang added that so far, Ibrahim Arief has not yet submitted a request to seek treatment abroad.

"Until now, it hasn't," added Anang.

Ibrahim Arief Becomes a City Detainee

Director of the Investigation Division, Jampidsus, General Prosecutor's Office (Kejagung), Abdul Qohar revealed that Kejagung decided to grant Ibrahim Arief the status of city detention due to his background of chronic heart disease.

According to Abdul Qohar, this decision was made based on the results of the Supreme Prosecutor's investigation meeting.

"Regarding Ibrahim Arief, a city detention was carried out, because according to the doctor's examination results, the person concerned suffers from a very chronic heart condition," said Abdul Qohar on Tuesday night.

"So based on the investigator's meeting, the person concerned remains in custody, for city detention," he said.

As information, Ibrahim Arief is an individual consultant for the school resource management technology infrastructure improvement plan at the Ministry of Education, Culture, Research and Technology.

Besides Ibrahim Arief, the Attorney General's Office also designated three other people as suspects, namely the Director of Elementary School in the Directorate General of Early Childhood Education, Basic Education, and Secondary Education for 2020-2021, Sri Wahyuningsih (SW), the Director of SMP at the Ministry of Education, Culture, Research, and Technology in 2020, Mulyatsyah (MUL), and the special staff of the Minister of Education, Culture, Research, and Technology in the field of administration during the era of Minister of Education, Culture, Research, and Technology Nadiem Makarim, Jurist Tan (JT).

The Role of Ibrahim Arief in the Chromebook Corruption Case

Ibrahim is known to have actively directed the procurement of information and communication technology (ICT) to select those Chrome-based laptops.

Even, Ibrahim had already planned the procurement of the laptop together with Nadiem Makarim before becoming the Minister of Education, Culture, Research, and Technology (Mendikbudristek).

"IBAM (Ibrahim Arief), who was then a technology consultant, had already planned together with NAM (Nadiem Makarim) before he became the Minister of Education and Culture, to use a specific operating system as the sole operating system in the 2020 to 2022 IT procurement," said the Director of Investigation of the Chief Prosecutor's Office for General Crimes (Dirdik Jampidsus) of the Attorney General's Office, Abdul Qohar, during a press conference on Tuesday (15/7/2025), quoted from Kompas TV YouTube.

According to Qohar, in early 2020, the suspects IBAM, Jurist Tan (JS), and NAM met with Google representatives to discuss Google's products, including the Chrome Operating System (OS), for the procurement of Information and Communication Technology (ICT) at the Ministry of Education, Culture, Research, and Technology in 2020-2022.

Then, on April 17, 2020, IBAM demonstrated the Chromebook-based laptop to the technical team during a Zoom meeting.

"On April 17, 2020, IBAM had influenced the technical team by demonstrating the chromebook during a Zoom meeting with the technical team," said Qohar.

Then Qohar said, during a Zoom meeting, Nadiem Makarim ordered that the procurement of IT equipment in the Ministry of Education and Culture and Research Technology in 2020-2022 should use Google's Chrome OS, even though at that time the tender process had not yet been carried out.

On May 6, 2020, IBAM attended the Zoom meeting together with JS, SW (Sri Wahyuningsih) and MUL (Mulyatsyah), which was directly led by NAM.

"In that Zoom meeting, NAM ordered the implementation of the 2020 IT procurement and until 2022 using Google's Chrome OS. However, at that time, the IT procurement had not yet been implemented," Qohar said.

At that time, IBAM did not want to sign the first technical study because the study had not mentioned Google's Chromebook-based products.

Then, the technical team made a second review, and there it was already mentioned about the Chromebook-based laptop devices.

Because there is an order from NAM to implement the 2020-2022 IT procurement using Google's Chrome OS, IBAM does not want to sign the first technical study result which does not mention the OS group in the IT procurement at the Ministry of Education, Culture, Research, and Technology.

"So a second study was conducted, which mentioned a specific operating system and published a white paper or technical study review that specifically mentioned the Chrome OS, based on the implementation of the 2020 to 2022 IT procurement," said Qohar.
