Ministry of Digital Communications Prepares Roadmap and AI Regulations for an Inclusive Future

The Shiro Copr - The Ministry of Communications and Digital (Komdigi) is currently developing a roadmap and governance framework for the inclusive utilization of artificial intelligence (AI) across various sectors.

Deputy Minister of Communication and Digital (Wamenkomdigi) Nezar Patria revealed that regulations related to AI will be formulated in the form of a Presidential Regulation (Perpres) to strengthen cross-sector governance comprehensively.

"There will be two products, namely the roadmap and AI regulations. Then, a Presidential Regulation that can apply across all institutions. So, by doing this, we strengthen our regulations on AI," Nezar said at the Komdigi Office, Central Jakarta.

Nezar stated that Indonesia has a number of legal bases supporting the development of AI, such as the Electronic Information and Transactions Law, the Personal Data Protection Law, the Criminal Code, as well as various regulations at the ministry level and circular letters regulating the ethics of AI use.

These regulations have become an important reference in managing risks and promoting the responsible use of technology.

"With this set of regulations, I think we can have a reference for all stakeholders who want to develop AI technology. For the society that wants to use this technology, we can also navigate and mitigate its risks," explained Nezar Patria.

In addition to regulations, Komdigi is also preparing a national AI roadmap. Nezar explained that the preparation of this document involves various parties through a collaborative approach called quadhelix. It also involves the business world, academia, civil society organizations, as well as the government.

This process has also received support from the Japan International Cooperation Agency (JICA) and consultants from Boston Consulting Group (BCG).

"this process has been running as a marathon for almost two months. The government appreciates the commitment of all parties to realize this roadmap," said Nezar Patria.

"To support this process, the government, with the support of JICA, also conducted a supporting study for formulating the roadmap, involving BCG, and the draft is still being discussed by many stakeholders. Hopefully, we can complete the draft by the end of this month," he said.

This AI roadmap is designed as a main guideline for ministries and agencies in implementing AI across various fields such as transportation, education, health, and the financial sector.

"This is like a guide for all ministries related to AI adoption. We only provide the principles on how to adopt it, what is allowed and not allowed, as well as what needs to be cautious about regarding the risks," said Nezar.

The government hopes that the roadmap document and the Presidential Regulation regarding AI can serve as a foundation for developing AI technology in an ethical, adaptive, and responsive manner to global developments.

The two documents are expected to balance the drive for innovation with public protection, and serve as a foundation for creating a safe, resilient, and competitive national AI ecosystem.
