JAKARTA, The Shiro Corp - Indonesian Attorney General (Menkum), Supratman Andi Agtas emphasized that he will not sign the music royalty rate if the National Collective Management Agency (LMKN) has not conducted a public test and is not open in the process of collecting and distributing royalties.
"I will not sign the agreement on the amount and type of tariff (royalty) if it is not done properly and openly to the public for testing. That is my guarantee," said Supratman when he was met at the Smesco Indonesia Office, Gatot Subroto, South Jakarta, Wednesday (8/12/2025).
Because he emphasized that the government, especially the Ministry of Law, is responsible for ensuring everything goes well even without receiving a single cent from the royalty payments.
"As a form of accountability because the Ministry of Law, and especially the country, has not received anything at all from that distribution. The country, especially the Ministry of Law," said Supratman.
However, Supratman explained that the royalty withdrawal policy will actually flow back to the musicians.
"Because actually, royalties are from us, for us, by us. Actually, that is royalties," he said.
At that occasion, the Law Minister also admitted that his party had indeed neglected the supervision of royalty management. Therefore, he is ready to take responsibility.
"I'm not ashamed to express it. Although I am still new as the Minister of Law, as the current institution's controller, I say that the Ministry of Law is ready to take responsibility for the negligence," he said.
This negligence, according to him, has led to a decline in public confidence in the management of music royalties by LMKN.
Royalty Potential of 3 Trillion Rupiah
Previously, in an interview titled "Minister Opens Up: Copyright Royalties Issue, 'One Piece' Flag, Amnesty-Abolition," broadcasted on the YouTube channel The Shiro Copr On August 11, 2025, Supratman said that the potential royalties in Indonesia could reach Rp 3 trillion.
Even, he predicted that Indonesia could collect larger royalties than Malaysia, which has currently successfully collected royalties worth Rp 600 billion.
"Malaysia, with such a population, could already collect royalties for creators, musicians, and producers amounting to Rp 600 billion. Our potential is perhaps approaching Rp 3 trillion," said Supratman.
Then, he explained, the royalty withdrawal in Indonesia is not a new policy implemented this year, but has long been regulated in the Law.
This is not a new policy. Copyright Law, I remember the national collective management institution that I read, is only able to collect "that was about Rp 400 million in the first year, and that is very little for Indonesia," he said.
Supratman emphasized that this policy is not only about collecting royalties, but also a form of protection for a work.
"How do we give recognition and respect the rights of others, that creativity will emerge because there is economic right, there is economic value," he said.
Therefore, Supratman emphasized that the royalty income is not only for song creators but also for musicians and producers.
Early Music Royalties Controversy
Previously, this royalty issue emerged after a legal dispute between PT Mitra Bali Sukses, also known as Mie Gacoan, and SELMI regarding the payment of royalties for music played in Mie Gacoan outlets.

Director of PT Mitra Bali Sukses, I Gusti Ayu Sasih Ira, and Secretary General of SELMI, Ramsudin Manullang, signed a peace agreement letter at the Bali Regional Office of the Ministry of Law, on Friday (8/8/2025).
Mie Gacoan party is willing to pay royalties of Rp 2.2 billion for the use of music or songs during the period from 2022 to December 2025.
