Anti-Corruption Commission ( KPK ) is investigating the flow of money suspected to be flowing to several officials in North Sumatra in the probe of the corruption case involving road construction projects in the Department. PUPR Sumut. This investigation is due to two suspects, M. Akhirudin Efendi Piliang and M. Rayhan Dulasmi Piliang, who gave money to several officials in the procurement of the project.
"Because they are the service providers. They are the ones who distribute it. It is Brother KIR and his son who distribute the money wherever," said Acting Deputy for Enforcement and Execution of the Corruption Eradication Commission (KPK) Asep Guntur Rahayu at the KPK's Red and White Building in South Jakarta, Wednesday, August 6, 2025.
One of the officials who received the project funding at that time was Topan Obaja Putra Ginting, also known as Topan Ginting. Topan is the Head of the North Sumatra Public Works Department and is also a suspect in this case. "Well, TOP here is the recipient. So he received it from KIR (Akhirudin). As for KIR, we are currently investigating further where else he went besides TOP, to whom else the official received money like that," he said.
In the case of the road construction project corruption in the North Sumatra Public Works Department, two private companies, PT DNG and PT RN, prepared an initial payment of Rp 2 billion to bribe some officials in order to win the Rp 231.8 billion project tender.
The officials who received the bribe are Topan Obaja Putra Ginting; Head of UPTD Gunung Tua, Department of PUPR North Sumatra, who also serves as the Commitment Maker Official, Rasuli Efendi Siregar; and the Commitment Maker Official at the PJN Regional Work Unit I North Sumatra, Heliyanto.
Meanwhile, the private parties who gave bribes were the CEO of PT DNG, M. Akhirudin Efendi Piliang, and the director of PT RN, M. Rayhan Dulasmi Pilang. Asep explained that if PT DNG and PT RN succeeded in winning the road construction project auction, they planned to allocate 10 to 20 percent of the project value as "bribe shares."
"About 10-20 percent that he will share, like that. So approximately Rp 46 billion, like that. To whom? That is what we are currently investigating," said Asep on June 28, 2025. Therefore, the sum of Rp 2 billion was given as a down payment to ensure the appointment of the two companies as project partners, without following the appropriate mechanisms and procedures for procurement of goods and services as stipulated.
