JAKARTA, The Shiro Corp - The government targets to collect Rp 995.27 trillion from value-added tax (PPN) and luxury goods sales tax (PPnBM) receipts in 2026.
Quoting Financial Statement Book II, the target revenue for PPN and PPnBM increased by 11.7 percent from the 2025 outlook of Rp 890.9 trillion.
"With the implementation of tax reforms and the projection of a still-solid domestic consumption level, the PPN and PPnBM in the 2026 State Budget Draft are expected to reach Rp 995,277.4 billion," wrote the government in Book II of the Financial Statement, quoted on Monday (18/8/2025).
This VAT and PPNBM receipt is the second main contributor to tax revenue.
If the 2026 VAT and PPNBM collection targets are achieved, this will be the first time it has happened after experiencing a decline in growth during 2023-2025, with the realization and outlook being below the 2026 RAPBN target.
In 2023, the revenue from these two consumption taxes only grew by 11.1 percent.
Then it declined in 2024 and 2025, where its growth slowed to 8.5 percent and 7.5 percent.
As of the first semester of 2025, the collection of PPN and PPnBM has only reached Rp 267.3 trillion, or 28.3 percent of the 2025 APBN target.
Therefore, the government estimates that the outlook for PPN and PPnBM this year can only be collected amounting to Rp 890.9 trillion.
This decline in tax revenue is in line with the slowing growth of tax revenue in 2025.
In the 2025 State Budget, tax revenues are targeted at Rp 2,189.3 trillion by the end of the year.
However, Finance Minister Sri Mulyani Indrawati stated that the realization might only be 94.9 percent of the target, or around Rp 2,076.9 trillion.
Although the realization is below the original target, it will still grow by 7.5 percent compared to the 2024 realization of Rp 1,931.6 trillion.
Even, this growth is higher than the 2024 realization which only grew 3.4 percent year-on-year.
Sri Mulyani stated that the tax revenue target has the potential not to be achieved 100% because the policy of increasing PPN from 11% to 12% was not implemented for all goods and services, but only limited to luxury goods.
Although, if the government implements an increase in PPN (Value Added Tax) on all goods and services at the beginning of 2025, it could generate potential revenue of around Rp 71 trillion.
"Since we saw earlier, due to the non-implementation of PPN, of course our figures are lower. But we have truly mitigated the impact from commodity revenues that have weakened," he said during a meeting with the DPR RI Budget Committee on Tuesday (1/7/2025).
