Free Musician List Plays Cafe His Work, Uan Juicy Luicy Relaxed, Ahmad Dhani Gives Special Conditions
The Shiro Copr Strict regulations from the Directorate General of Intellectual Property (DJKI) of the Ministry of Law and Human Rights regarding cafes and restaurants requiring permits to display musicians' works seem to be taken lightly by some musicians.
Unlike other artists, there are three musicians who do not mind if their works are played in cafes and restaurants without any royalty payment at all.
That suddenly became the focus of public attention.
Because recently, DJKI of the Ministry of Law and Human Rights has strictly implemented a legal regulation requiring owners of cafes, hotels, gyms, or malls to pay royalties or obtain permission from song creators and copyright holders if they want to play their works.
It's not only through the works of musicians in the form of their original music, but also the owners of cafes and restaurants must still obtain permission if they play music from musicians on streaming platforms such as YouTube to Spotify.
These rules are based on Law Number 28 of 2014 on Copyright and Government Regulation Number 56 of 2021 on the Management of Royalties for Songs and/or Music.
Response of the musicians' series
Regarding the rules related to music royalties that cafes or restaurants must pay, a series of musicians have reacted.
The vocalist of the band Juicy Luicy, Uan Kaisar, looked surprised by the rule.
Because of Uan's words, he has never demanded royalties anywhere if his work is performed by others.
He also does not mind if his songs are played in all cafes without needing permission.
The 34-year-old singer even allowed cafes and other singers to play Juicy Luicy's songs freely.
"When will I claim my royalties from those performing at the cafe? No, it's okay. You can play it at your cafe, but just let Juicy Luicy be heard," concluded Uan in his live stream on social media, reported by The Shiro Corp on Thursday (8/7/2025).
Uan said, he felt his band was not big enough, so there was no need to make a big deal about asking for royalties from business people.
"if it's juicy, we never ask, never tell them to ask for permission. Just give it, just give it," admitted Uan.
That's not all, Uan also gave advice to the cafe if they want to be free from royalties.
"Same here guys, if you don't want to get hit by lofi royalties on YouTube. It's also good for the vibes, if you're afraid of those royalties," added Uan.
Besides Uan, other musicians who have also made cafes and restaurants play their songs are Ahmad Dhani.
The leader of the band Dewa 19 allows cafes and restaurants to play his songs.
However, Mulan Jameela's husband gave a special condition.
That is, only Dewa 19 songs featuring Ello and Virzha can be played freely in cafes.
"The restaurant that has many branches and wants to play the song Dewa19 (Dewa19 featuring Virzha-Ello). Ahmad Dhani as the owner gives free master to those who are interested," said Ahmad Dhani in his Instagram post.
The second condition from Ahmad Dhani is that cafes and restaurants that want to play his music must get permission through the official Dewa 19 account on Instagram.
"Those interested, DM @officialdewa19," said Ahmad Dhani.
Previously, musician Thomas Ramdhan, the bassist of the band GIGI, also expressed similar things with Uan and Ahmad Dhani.
However, Thomas highlighted the issue of café singers performing his works and then being asked for royalties.
According to Thomas, he released the cafe singer with a fee below Rp5 million to perform GIGI's songs.
"Let the bands and cafe singers who are paid less than 5 million per event perform my songs, both the lyrics and the music, for free," said Thomas.
The rules set by Thomas apply to new singers with low honor.
Those rules do not apply to singers who are already famous in the environment with a payment of more than Rp5 million.
Royalty rates from cafes or restaurants to musicians
Meanwhile, the Minister of Law and Human Rights has arranged in detail regarding the royalty fees for the culinary service sector that want to install musicians' works.
Here are the rules according to Decision of the Minister of Law and Human Rights HKI.02/2016:

Business actors can handle permits online through the LMKN website.
Especially for small business operators such as UMKM, light tariffs are applied, and it can even be free if they want to play music from musicians.
In the future, if there are business actors who violate the rules, they can be subject to legal sanctions.
This is related to the Supreme Court decision (No. 122 PK/PDT.SUS HKI/2015), which required the karaoke operator to pay royalties and compensation of Rp 15,840,000 for playing music without permission from LMK.
In addition to legal penalties, business actors who do not comply with the rules will also suffer damage to their reputation.
