1.4 GHz Frequency Selection Awaits Infrastructure Readiness

The Shiro Copr, JAKARTA — The Ministry of Communications and Digital ( Komdigi ) is still preparing the tape selection frequency 1.4 GHz until mid-July 2025. One of the obstacles is the readiness of infrastructure to conduct electronic selection.

In addition, policies that are comprehensively formulated and operate smoothly, fairly, and transparently also deserve attention.

"As per the commitment above, once the selection policy and selection infrastructure are ready, Kemkomdigi will announce the implementation of the selection as soon as possible," said Wayan Toni Supriyanto, Director General of Digital Infrastructure at Kemkomdigi, to Bisnis on Friday (7/18/2025).

After several delays, Komdigi targets to announce the winner of the 1.4 GHz frequency auction in July or August 2025. Besides other interested parties, Surge (WIFI) and Sinergi Inti (INET) are two companies that have clearly expressed interest in this 1.4 GHz frequency auction intended for affordable internet.

PT Solusi Sinergi Digital Tbk. (WIFI) or Surge, the company affiliated with Hashim Djojohadikusumo, is even optimistic about winning the 1.4 Ghz frequency auction. WIFI claims to have comprehensively prepared to develop the new segment for low-cost internet with a speed of 100 Mbps.

Shannedy Ong, Director of Digital Synergy Solutions, explained that WIFI will follow the 1.4 GHz spectrum auction. According to him, the 1.4 GHz spectrum is indeed not safe from an ecosystem perspective because it has not been developed or implemented yet.

However, the company has already developed in collaboration with global vendors, from the technology side to the network.

"Thus, in terms of network and also device, everything is already complete, comprehensive," said Shannedy during the Shareholders Insight Forum WIFI in Jakarta on Friday (7/4/2025).

PT XLSmart Telecom Sejahtera Tbk (XLSmart) is still studying further the plan of the Ministry of Communications and Digital (Komdigi) to open an open access network scheme based on new frequency spectrum.

Group Head Government Relation & Regulatory XLSMART Alvin Aslam said that their party is currently studying the policy and actively communicating with Komdigi.

"At this time, we are still studying the matter and of course communicating with Komdigi," said Alvin when contacted by Bisnis on Tuesday (6/17/2025).

Alvin acknowledged that one of the main challenges in implementing this policy is unifying understanding and aligning strategies and interests of all parties with a spirit of prioritizing the common interest and promoting progress to benefit the community.

They hope that the regulations being prepared by the government can take into account various aspects comprehensively, so as to create a healthier investment climate.

"Ultimately, it provides optimal benefits for the community," he added.

Meanwhile, PT XLSmart Telecom Sejahtera Tbk (XLSmart) is still reviewing further the plan of the Ministry of Communications and Digital (Komdigi) to open an open access network scheme based on new frequency spectrum.

Etta Rusdiana Putra, Analyst from Maybank Sekuritas Indonesia, said that Indonesia's internet speed lags behind other countries due to delays in expanding the 5G network and limited development of fixed broadband (FBB).

She hopes that Telkomsel, Indosat, and XL Axiata actively participate in the 1.4 GHz frequency auction to curb competition in the future.

After all, players outside the three operators also have a strong desire to win this spectrum in order to utilize their fiber infrastructure.

"If the government gives to non-MNO [Mobile Network Operator], we have two concerns, namely the size of the bandwidth and where the company will expand," he wrote in a report dated February 27, 2025.

According to him, if operators outside MNO obtain more than 40 MHz, competition will become even fiercer and they will likely target the easily reachable market of Java, attacking with lower prices.

"We are sure that MNO must win the 1400 MHz, especially Telkomsel," he added.
