Meanwhile, West Java Province has the most regions with legal status for establishing Kopdes/Kelurahan Merah Putih, according to the Directorate General of General Legal Administration (Ditjen AHU) of the Ministry of Law (Kemenkum).
It is known that 80,068 Kopdes/Kel Merah Putih have legal status. This means the number exceeds the order of President Prabowo Subianto, who requested the formation of 80,000 Kopdes/Kel Merah Putih.
The Director General of Legal Administration (Dirjen AHU) Widodo stated that 80,068 Kopdes/Kel Merah Putih that have legal entity status are mostly from West Java Province.
On the other hand, Papua Pegunungan has the lowest level of legitimacy as a province due to administrative factors.
"Mostly in West Java, on Java Island. The villages in West Java are the most numerous. The total number of Kopdes/Kel Merah Putih on Java Island from West Java, Central Java, East Java, and Banten is the largest, the most numerous. It corresponds to the villages and their population," Widodo said when met at the AHU Office on Friday (18/7/2025).
Widodo explained that in the legal process of Kopdes/Kel Merah Putih, each village/neighborhood must have a decision letter (SK). However, some villages/neighborhoods are allowed to join with other villages/neighborhoods due to a small population.
Regarding this, out of the total 80,068 approved Kopdes/Kel Merah Putih, there are 71,397 new Kopdes Merah Putih and 8,486 new Kopkel Merah Putih. AHU also recorded that the old cooperatives which have transformed (revitalized) into Kopdes/Kel Merah Putih consist of 141 KopDes Merah Putih and 44 KopKel Merah Putih.
It should be noted that the process of submitting the name until the issuance of the Decision Letter (SK) approving Kopdes/Kel Merah Putih is carried out through the AHU service system, namely the Legal Entity Administration System (SABH) on the ahu.go.id website, which operates 7 days a week, 24 hours a day.
"SK (Surat Keputusan) is continuing, keep going out. Until the completion of 100% all villages and neighborhoods in Indonesia are formed according to the Regulation of the Minister of Home Affairs, there are 83,762 villages and neighborhoods in Indonesia," he said.
On the other hand, President Prabowo also requested that all Kopdes/Kel Merah Putih must be operational by no later than October 28, 2025.

Widodo explained that the Head of State of Indonesia also requested that all KopDes/Kel Merah Putih must be operational by no later than October 28, 2025.
Meanwhile, referring to dashboard Red and White Village Committee/Community at the official website merahputih.kop.id, as of July 21, 2025 at 09:38 WIB, shows that a total of 81,147 villages/communities have formed Red and White Village Committee/Community through special village/communities meetings.
The data also shows that 83,685 villages/neighborhoods have been socialized. In total, Indonesia has 83,762 villages/neighborhoods.
Still referring to the same page, the existence of Kopdes/Kel Merah Putih is expected to bring a series of benefits, starting from reducing prices at the consumer level, curbing the movement of middlemen, shortening the supply chain, increasing financial inclusion, and improving the welfare of the village community.
Then, it is hoped that Kopdes/Kel Merah Putih can modernize the cooperative system management, increase community participation in economic activities, reduce extreme poverty levels, curb inflation, and improve farmers' prices and farmer exchange rates or raise farmers' welfare.
Previously, the Minister of Cooperatives (Menkop) Budi Arie Setiadi stated that the presence of Kopdes/Kel Merah Putih is expected to become a symbol of mutual cooperation and village economic independence. This is in line with the purpose of Presidential Instruction No. 9 of 2025 (Inpres 9/2025), which aims to support national self-reliance and sustainable food self-sufficiency.

She explained that Kopdes/Kel Merah Putih will carry out various business lines, one of which is a basic goods store to maintain the stability of staple food prices, starting from rice, oil, sugar, eggs, meat, and important items regulated/subsidized by the government such as gas/LPG, fertilizers, and medicines.
In addition, working capital is available at Kopdes/Kel Merah Putih for farmers through savings and loan outlets, which helps to curb the activities of middlemen.
The Ministry of Village Affairs hopes that village economic activities will turn and grow, thus creating new sustainable jobs.
"Finally, the impact is that community welfare increases, which in turn can reduce extreme poverty levels," he said.
According to him, by developing local potential, the Kopdes/Kel Merah Putih program can position villages as main actors in the economy and drivers of the future.
"we want to make the village the starting point of national economic revival, through improving food security," he concluded.
