Serious Threats to the Mangrove Ecosystem and Ecosystem on Pari Island

The Shiro Corporation , Jakarta - One of the clusters in the Thousand Islands (Kepulauan Seribu), Pulau Pari This has become a serious focus due to the activities of PT Central Pondok Sejahtera (CPS), which is suspected of damaging the mangrove ecosystem and coastline in that area. The use of excavators for dredging sand in the shallow waters of Pulau Pari has raised concerns among local communities because it has the potential to damage the seagrass beds, mangroves, and coral reefs in the archipelago region.

Reklamasi dan Environmental Damage

PT CPS received the Activity Space Utilization Sea Approval Permit (PKKPRL) from the Head of the Investment Coordinating Board (BKPM), who is now serving as Minister of Investment and Downstream, to build tourism facilities in the form of floating villas on a 180-hectare area around Pulau Pari.

However, since November 2024, local residents have been rejecting activities by PT CPS because of dredging, reclamation, and environmental damage, particularly to mangrove trees. Residents are concerned that these activities will damage the coastal ecosystem, including seagrass meadows, mangroves, and coral reefs in the waters of the Pulau Pari reef cluster.

The residents of Pulau Pari Island sue PTUN

To address this damage, the residents of Pulau Pari have filed an environmental lawsuit to the State Administrative Court ( PTUN ) Jakarta issued one of the PKKPRL permits. They are concerned that the tourism project being carried out by the company based on that permit will damage the coastal ecosystem of Pulau Pari island.

The legal authority from the Jakarta Legal Aid Institution (LBH), Khaerul Anwar, explained that this lawsuit aims to cancel the PKKPRL mentioned.

"This lawsuit was filed as an act of resistance by the people of Pulau Pari to cancel a KTUN (State Administrative Decision) in the form of a PKKPRL issued by the Minister of Investment and Industrialization in the Lempeng Group, Pulau Pari, Thousand Islands," he said in a press release on Friday, June 13, 2025.

Atik Sukamti, a resident of Pulau Pari who joined the lawsuit, stated that the PKKPRL would burden the local community, who are mostly fishermen. He emphasized that mangroves are crucial for holding back ocean waves to prevent coastal erosion from worsening.

CPS PT Polemics from the Reclamation

Previously, PT CPS's activities on Pulau Pari faced strong opposition from the local community. The local residents were shocked by the discovery of damaged mangrove plants as a result of the private company's development project for a tourist bungalow.

The Ministry of Marine Affairs and Fisheries (MMAF) has found indications of mangrove damage and illegal reclamation in this project. Special Staff to the Minister, Doni Ismanto Darwin, explained that these findings originated from field inspections by the Directorate General of Marine and Coastal Management and Spatial Planning (PKRL) team at the MMAF.

Since November 2024, residents of Pulau Pari have been complaining about mangrove damage and beach sedimentation. They even blocked heavy machinery being used by the company to clear the mangroves. PT CPS, which is building tourist bungalows on Pulau Biawak, has reportedly damaged thousands of mangrove trees. Minister of Marine Affairs and Fisheries, Sakti Wahyu Trenggono, stated that PT CPS is suspected of carrying out reclamation without permission in an area that should be used for floating cottage construction and a tourist pier.

The review by KKP shows that there has been excavation using heavy machinery on Pulau Pari, allegedly carried out by PT CPS within the KKPRL area. Trenggono also emphasized that the construction activities of the tourist bungalow by PT CPS violate Law No. 27 of 2007 concerning the Management of Coastal Areas and Small Islands, which requires permission for any sea space utilization lasting more than 30 days.

The Ministry of Environment (KLH) has sealed construction activities on Biawak Island after receiving reports about the felling of tens of thousands of mangrove trees. Deputy Director of Environmental Law Enforcement at KLH, Rizal Irawan, stated that his department will investigate further after receiving reports from residents about damage to coral reefs and seagrass beds.

Not only that, Minister of Environment Hanif Faisol Nurofiq along with Rizal Irawan and the previous Deputy for Pollution Control and Environmental Damage met with the community. During the meeting, the residents reported that the activities of PT CPS on January 17th last month had damaged 40,000 mangrove trees planted by the community and visitors to Pulau Pari Island, as well as destroying 62 square meters of coral reef and seagrass ecosystem.

The Complaint Voices of Pulau Pari Residents

In addition, Atik also rejected the construction of floating accommodation being carried out by PT CPS on Pari Island.

"If floating villas are also built in that area, then the economy of the residents will be disrupted because the accommodations owned by the surrounding residents will compete with the floating villas," Atik said.

Susan Herawati from the Coalition for Justice in Fisheries (KIARA) stated that the area planned for the construction of the floating village and tourism dock is a community-managed area by the people of Pulau Pari.

"The construction of floating cottages and tourism piers through reclamation is clearly prohibited because it will damage the coral reefs and mangroves," Susan said.

The legal authority from Wahana Lingkungan Hidup Indonesia (Walhi) Jakarta, Ahmad Syahroni, stated that the issuance of the PKKPRL has directly harmed the community of Pulau Pari. "In fact, during the construction activities carried out by PT CPS, many residents, especially fishermen, lost their fishing grounds," he said.
