This ambitious 130 trillion rupiah distribution scheme is touted as a new driving force for the housing industry and the national economy.
"We continue to discuss the housing KUR distribution scheme with the relevant ministries and institutions. We are confident that the Ministerial Regulation regarding the housing KUR can be resolved well," said Ara at the Danantara Office in Jakarta, Thursday (7/17/2025).
Secretary General of the Ministry of Public Works and Housing, Didyk Choirul, and Director General of Urban Housing, Sri Haryati, explained that the Ministry of Public Works and Housing continues to refine the concept of the KUR Housing distribution scheme. This scheme is designed to target two important aspects. supply dan demand.
KUR Housing will be directly connected with developers and the housing ecosystem, promoting the development of quality and livable housing. This is a strategic effort to ensure the availability of sufficient housing in the market.
In addition, KUR funds will also target people who want to develop businesses in the real estate sector, such as building shop houses or Homestay .
This step is expected to be able to directly promote economic growth and community welfare.
"Utilization of KUR housing funds, which are part of the housing financing subsidy, must be implemented transparently and accountably," stated Didyk.
She added that there are several indicators to be achieved, namely targeted, low Non-Performing Loan (NPL), and encouraging MSMEs to upgrade.
The PKP Ministry will also continue to open opportunities for partners, including developers' associations, to provide input through Focus Group Discussions (FGD).
This is done to ensure that the Housing KUR receives support from all parties and is implemented in accordance with good governance and applicable regulations.
Allocation Division of Funds
Based on the preliminary discussion, the allocation of Rp 130 trillion from Danantara for the Housing KUR will be utilized in two main programs.
First, an amount of Rp 117 trillion will target the supply side of housing, such as developer and housing ecosystems, with the main goal of producing quality and habitable houses. This shows the government's strong focus on boosting house production.
Second, the amount of Rp 13 trillion will target people who do not have a house or those who want to renovate their house, even build a ruko for business.
This portion directly supports accessibility and economic improvement at the grassroots level.
Ara explained that the Housing KUR will still involve Himbara, which are experienced institutions in distributing KUR, such as BRI and housing finance banks like BTN.
In addition, the government is discussing the possibility of involving private banks such as Nobu Bank, BCA, and Bank Artha Graha as distributors of the Housing KUR.
This step is expected to expand the program's reach and accelerate the disbursement of funds.
With a comprehensive, transparent, and multi-stakeholder scheme, this Rp 130 trillion housing program is expected not only to overcome the housing backlog, but also to become a strong stimulus for economic growth, especially through the property sector and empowerment of MSMEs.
