According to Pramono, the presence of daycare centers is very important to create a sense of security and peace for working parents, while ensuring children still receive appropriate education. Currently, the City Hall Daycare can only accommodate 20 children.

The Jakarta Special Capital Region Government has issued a Governor's Regulation requiring the provision of TPA (Early Childhood Education) within the offices of the Provincial Government. This regulation is accompanied by technical guidelines and service standards from the Department of Social Affairs and Population Control.

Meanwhile, Irnawati, the head of TPA Bale Bermain Anwari, located at the office of the East Jakarta Mayor, appreciated the governor's guidance. She expressed her support for increasing the quota and service hours. She also emphasized the importance of adding more educators.

"I think I agree. The teachers should also be increased. Because if, for example, the students are increased but the teachers are not enough, the quality will decrease," he said in an interview.

1. The importance of improving TPA facilities and infrastructure

Irnawati also emphasized the importance of improving facilities and infrastructure. "The facilities, because this is a TPA, should also be added with the necessary facilities and infrastructure." Alhamdulillah "Since its establishment in 2019, our facilities have been almost fully met. But if possible, we would like to add more," he hopes.

Currently, TPA Bale Bermain Anwari accommodates about 50 children. The admission process is conducted online through the official application of the DKI Jakarta Education Office. The selection system is similar to the admission process for formal school students, for both the community and children of DKI Jakarta Provincial Government civil servants who have a certificate from their superiors.

"Usually, if they are people from here, working here, they have a clear certificate from their supervisor, usually we send them to that application, usually they are accepted. But not many. Most of them are from the local community," explained Irnawati.

In the current system, the capacity is already full for the 2025/2026 academic year, which is 40 new students and 10 continuing students from the previous class.

"Suppose it increases to 60, yes, but now it's not possible anymore, because it's already SPMB, the data has already been entered into the Education Office system," he explained.

For new capacity, the school will first report to the DKI Jakarta Education Office, then adjust according to the facilities and room capacity.

Meanwhile, one of the civil servants who entrusted her child to the DKI Jakarta Provincial Government daycare, Jelita, said she was very helped by the TPA facilities and services. According to her, the current condition of the DKI Jakarta Provincial Government daycare is already very good.

"Grateful because we are both parents who work. With her help in taking care of the child, I feel more at ease because during the day I can stop by for a while to meet the child in this office environment," she said.

Moreover, Jelita said, the caregivers in the daycare are very attentive. Not only do they take care of and educate the children, but they also help the children clean up when they urinate or defecate. "Their service is very significant for me, thank you, dear teachers," she said.

2. Extended service hours are adjusted according to the working hours of civil servants.

Service hours issue, currently the TPA of DKI Jakarta Provincial Government is operating from 08.00–12.00 WIB, but the child care time can be extended until 15.00 WIB. If there is an extension of service, it can be adjusted according to the ASN working hours until 16.00 WIB.

"We might adjust according to their parents' schedule until 4 PM. Yes, we serve until that time. It's adjusted according to each office's working hours," said Jelita.

She added that if adjustments are made, the child's activity approach should still follow the principle of learning through play so as not to burden the child.

Besides TPA in the government environment, there are also child care centers in the community, called Taman Anak Sejahtera (TAS). One of them is TAS Arutala located in Kebon Bawang Village, Tanjung Priok, North Jakarta, which was inaugurated by Governor Pramono on Monday (5/5). TAS is a concrete form of support from the DKI Jakarta Provincial Government in providing quality childcare services, especially for children from underprivileged families.

"I am very happy that there are 25 children today, and these are truly children from the Social Welfare Integrated Data (DTKS), children who are unable to afford things. They are fully supported in their daily lives, both in terms of food and drink, while they study at this Children's Welfare Garden," said Pramono.

TAS is designed as a safe and comfortable space for children to play and learn. They also receive sufficient nutrition and early character-building stimulation. The name "Arutala" itself is derived from Sanskrit, meaning high and noble aspirations, reflecting the hope that a generation will emerge bringing progress.

Currently, only three TAS are operating in Jakarta. In the future, the DKI Government targets to build one TAS in each district. "Now there are only three. Hopefully, in the near future, it will reach 44, one in each district. Because this will be very good for children who mostly come from very poor families," said Pramono.

3. Parents welcome positively

The governor's instructions regarding the increase in quota and service hours of TPA were positively received by parents. They believe that the increase in hours and capacity will have a positive impact on working mothers.

"Very well received by the parents. They work and feel very comfortable. But, don't miss their working hours," said Jelita.

It greatly helps parents manage and educate their children. "Certainly, I will never make my child wait for an hour to come home at the same time. Moreover, it can save time to go home together without waiting," said Jelita.

Meanwhile, Irnawati expressed her hope that the DKI Jakarta Provincial Government would pay attention to the needs of all stakeholders at the landfill. "My hope is that there will be good cooperation. The DKI Jakarta Provincial Government should also pay attention to its teachers," she said.

Regarding the implemented curriculum, Irnawati said that TPA Bale Bermain Anwari follows national policies. "Alhamdulillah, we have already adopted the Merdeka Belajar Curriculum. We also use eight educational standards, which include teacher competencies, students, learning processes, as well as facilities and infrastructure," she explained.

From the perspective of security and comfort, Irnawati said that di Daycare -nya so far no significant complaints from the children and parents have been found. "If they are uncomfortable, the parents will complain to us. But so far, there have been none," he said.

Meanwhile, Rani, an office worker who currently entrusts her child to a private daycare, also supports the plan to extend the hours of government-run daycares. She said that in private daycares, they can arrive earlier, around 07:00 WIB. However, there is also an additional fee when picking up the child late beyond the specified time.
