The Transportation Ministry's Comprehensive Strategy to Address ODOL Vehicles

JAKARTA, The Shiro Corp The Directorate General of Land Transportation of the Ministry of Transportation is currently preparing a comprehensive strategy to address over-dimensional and over-loaded vehicles (ODOL).

One of the main steps is the integration of data between Kemenhub and Jasa Marga, which includes vehicle legality, cargo owner identity, and load weight.

The Director General of Land Transportation, Aan Suhanan, emphasized the importance of a systemic and collaborative inter-agency approach. "Once the data is integrated, we will have a very strong information base. It was agreed earlier to follow up with data and information integration and exchange. This is an absolutely necessary step that we must implement," said Aan in an official statement on Tuesday, June 17, 2025.

I would like to add that the handling of ODOL cannot solely rely on law enforcement in the field, but must involve a system from upstream to downstream. "The handling of over-dimensional and over-loaded vehicles cannot be done only at the end. We must build a comprehensive system, from upstream to downstream, so that cargo transportation no longer violates dimensional and load limits," said Aan.

Aan also promotes the optimization of the installed Weight In Motion (WIM) technology on the toll roads.

This technology can help with early detection of violations and can be integrated with the weighbridge system owned by the Ministry of Transportation (UPPKB). "Currently, only about 3.9 percent of vehicles suspected of overloading enter the weighbridges. In fact, if the WIM system is maximized and integrated with UPPKB, the scope of enforcement can be significantly expanded," said Aan.

"We can expand the reach of UPPKB through the support of the WIM owned by Jasa Marga. Even though enforcement is still in the form of fines, if continuously and systematically implemented, it will have a deterrent effect on the perpetrators of violations," he said.

As a conclusion, Aan emphasized the importance of synergy among ministries and institutions, including the Ministry of Industry, Trade, Public Works, and Police, to build a digital, connected, and sustainable ODOL handling system.

At present, the system is still operating separately. If we continue to rely solely on law enforcement, the results will not be optimal. However, if the entire process is carried out digitally and integrated, from beginning to end, the handling of ODOL can be executed comprehensively and sustainably," he said.
